Based in the UK since 1998 Hilary has been developing systemic solutions to some of the most intractable social issues of our time.  Current and past projects include a re-design of the prison system, work on ageing, young people and families in chronic crisis.

In 2007 Hilary founded Participle where she works full time as a Principle Partner. Participle builds on earlier work and a participative methodology to develop new, sustainable models for a 21st century welfare state.
